LIBANO
Tra il 16 e il 18 settembre del 1982 migliaia di palestinesi furono trucidati dalle milizie cristiane libanesi.
La guerra civile libanese che durò dal 1975 al 1990, influì anche sul conflitto palestinese. Israele sostenne militarmente con armi e addestramenti speciali la comunità cristiana dei maroniti, l’esercito cristiano del Libano del Sud di Sa’d Haddad contro l’Olp e le forze armate siriane.
Chatila venne costruito nel 1949 per i rifugiati della guerra civile, si trova vicino al sobborgo Sabra di Beirut.
Il Sud del Libano era infatti diventato lo scenario in cui continuava il conflitto israeliano-palestinese. Il 4 giugno 1982, un attentato all’ambasciatore israeliano Shlom Argov, a d opera del gruppo palestinese anti Olp Abu Nidal, fu interpretato come un attacco palestinese.
La guerra si aggravò. Due giorni dopo Israele invase il Libano con 60.000 uomini.
Motivazione?
Proteggere i propri insediamenti nel nord della Palestina. Ha così inizio l’operazione “Pace in Galilea” che null’altro consisteva se non invadere militarmente il Libano Meridionale. ll’epoca il ministro della difesa israeliana era Ariel Sharon. L’assedio a Beirut da parte degli Israeliani iniziò a metà giugno del 1982 con l’accerchiamento di 15.000 combattenti dell’OLP e dei suoi alleati libanesi e siriani all’interno della città.
Il presidente americano Reagan, all’inizio di luglio inviò Philip Habib e Morris Draoer con l’incarico di risolvere la crisi.
Le trattative erano estenuanti e molto lunghe, complicate dal fatto che gli Israeliani e gli Statunitensi non volevano discutere direttamente con i Palestinesi, I Palestinesi da parte loro asserragliati nella città non volevano abbandonarla, temendo forti ritorsioni da parte dei soldati israeliani e dei loro alleati falangisti nei confronti della popolazione locale.
Habib riuscì faticosamente ad ottenere dal Primo Ministro israeliano l’assicurazione che i suoi soldati sarebbero entrati a Beirut Ovest e non avrebbero attaccato i Palestinesi dei campi profughi. Riesce anche ad ottenere l’assicurazione dal futuro presidente Beshir Gemayel che i falangisti non si sarebbero mossi, ed infine ottenne l’assicurazione da parte del ministero della difesa Americano che ci sarebbe stato un loro contingente a garantire gli impegni presi.
Il 19 agosto fu firmato l’accordo, ma con l’elezione a Presidente del Libano di Beshir Gemayel ( il 23 agosto) che gode dell’appoggio dei maroniti e di Israele, la situazione cambia.
Il 20 agosto, vigilia dell’imbarco dei primi miliziani palestinesi, che iniziano ad evacuare la città, negli USA viene pubblicata la quarta clausola dell’accordo per la partenza dell’OLP che dice:
“I Palestinesi non combattenti, rispettosi della legge, che siano rimasti a Beirut, ivi comprese le famiglie di coloro che hanno abbandonato la città, saranno sottoposti alle leggi e alle norme libanesi. Il governo del Libano e gli Stati Uniti forniranno adeguate garanzie di sicurezza .
li USA forniranno le loro garanzie in base alle assicurazioni ricevute dai gruppi libanesi con cui sono stati in contatto” (American Foreign Policy, Current documents, 1982, Dipartimento di Stato, Washington D.C.).”
Arafat è preoccupato per la sorte della popolazione civile ed insiste per avere l’invio di una forza multinazionale che garantisca l’ordine. Il 19 agosto 1982 la richiesta ufficiale viene consegnata dal ministro degli esteri libanese Fu’ad Butros agli ambasciatori di Stati Uniti, Italia e Francia.
Il piano che era stato fatto accettare dal mediatore Usa Habib a Libanesi, Palestinesi e Israeliani prevedeva l’intervento di 800 soldati statunitensi, 800 francesi e 400 italiani in modo da garantire l’ordine durante il ritiro delle forze dell’OLP da Beirut.
Il mandato durava un mese, dal 21 agosto al 21 settembre, rinnovabile su richiesta dei libanesi in caso di necessità.
Entro il 4 settembre, tutti i combattenti palestinesi sarebbero dovuti partire. In seguito la forza multinazionale avrebbe collaborato con l’esercito libanese per portare sicurezza durante le operazioni.
Il primo contingente arriva a Beirut il 21 agosto ed è composto di soli Francesi che nei due giorni successivi vengono raggiunti dai soldati italiani ed americani.
Appena riuniti prendono posizione nella città.
Arafat decide di abbandonare Beirut insieme ai suoi 15.000 combattenti. Il primo settembre termina l’evacuazione dell’OLP dal Libano. Due giorni dopo, venendo meno al patto siglato con gli eserciti cosiddetti “supervisori” che nulla fecero per fermarli, le armate israeliane avanzarono e assediarono i campi-profughi. Caspar Weinberger, segretario alla difesa americana, ordina ai marines di abbandonare Beirut.
E’ il 3 settembre.
Lo stesso giorno le milizie cristiano- falangiste, alleate degli Israeliani, prendono posizione nel quartiere di Bir Hassan, ai lati del campi profughi di Sabra e Shatila. Partiti gli Americani, automaticamente anche i francesi e gli italiani tornano a casa.
Gli ultimi soldati partono il 10 settembre, undici giorni prima di quanto avrebbero dovuto fare, lasciando campo libero a Israele.
Il giorno dopo Ariel Sharon contestò la presenta di duemila guerriglieri dell’OLP ancora in territorio libanese, i Palestinesi negarono il fatto.
Il premier israeliano Begin convocò Gemayel a Naharuya per fargli firmare un trattato di pace con Israele, alcune fonti sostennero però che Begin chiese a Gemayel di permettere la presenza delle truppe israeliane nel sud del Libano. Gemayel doveva inoltre dare la caccia ai duemila guerriglieri palestinesi la cui presenza era stata denunciata da Sharon.
Gemayel, non firmò il trattato, non poteva schierarsi da una sola parte anche a causa dei crescenti rapporti di alleanza con la Siria.
Il 14 settembre 1982, Gemayel fu ucciso in un attentato e nonostante i leader palestinesi negassero ogni responsabilità nell’accaduto, Sharon accusò i Palestinesi, facendo sollevare i Falangisti (il partito di Gemayel) contro la Palestina.
Il 15 settembre 1982, le truppe israeliane invasero Beirut Ovest.
Israele ruppe così l’accordo con gli USA, gli accordi di pace con le forze musulmane intervenute a Beirut e quelli con la Siria. Begin si giustificò dicendo che era una contromisura per “proteggere i rifugiati palestinesi da eventuali ritorsioni da parte dei gruppi cristiani”.
Tuttavia pochi giorni dopo Sharon affermò al parlamento che “l’attacco aveva lo scopo di distruggere l’infrastruttura stabilita in Libano dai terroristi”.
E’ il 16 settembre 1982 quando Elias Hobeika, capo delle milizie critiano-falangiste entra nei campi profughi di Sabra e Shatila.
Alle 18 ha inizio lo sterminio.
Queste alcune testimonianze di reporter di vari giornali:
David Lamb scrive sul quotidiano The Los Angeles Times del 23 settembre 1982. “Alle 16 di venerdì il massacro durava ormai da 19 ore. Gli israeliani, che stazionavano a meno di 100 metri di distanza, non avevano risposto al crepitìo costante degli spari né alla vista dei camion carichi di corpi che venivano portati via dai campi”.
Elaine Carey scrive sul quotidiano Daily Mail del 20 settembre 1982.
“Nella mattinata di sabato 18 settembre, tra i giornalisti esteri si sparse rapidamente una voce: massacro. Io guidai il gruppo verso il campo di Sabra. Nessun segno di vita, di movimento. Molto strano, dal momento che il campo, quattro giorni prima, era brulicante di persone. Quindi scoprimmo il motivo. L’odore traumatizzante della morte era dappertutto. Donne, bambini, vecchi e giovani giacevano sotto il sole cocente. La guerra israelo-palestinese aveva già portato come conseguenza migliaia di morti a Beirut, ma in qualche modo, l’uccisione a sangue freddo di questa gente sembrava di gran lunga peggiore”.
Loren Jankins scrive sul quotidiano Washington Post del 20 settembre 1982.
“La scena nel campo di Shatila, quando gli osservatori stranieri vi entrarono il sabato mattina, era come un incubo. In un giardino, i corpi di due donne giacevano su delle macerie dalle quali spuntava la testa di un bambino. Accanto ad esse giaceva il corpo senza testa di un bambino. Oltre l’angolo, in un’altra strada, due ragazze, forse di 10 o 12 anni, giacevano sul dorso, con la testa forata e le gambe lanciate lontano. Pochi metri più avanti, otto uomini erano stati mitragliati contro una casa. Ogni viuzza sporca attraverso gli edifici vuoti – dove i palestinesi avevano vissuto dalla fuga dalla Palestina alla creazione dello Stato di Israele nel 1948 – raccontava la propria storia di orrori. In una di esse sedici uomini erano sovrapposti uno sull’altro, mummificati in posizioni contorte e grottesche.”

In cima all’edificio soldati israeliani guardavano verso i campi con i binocoli. Miliziani libanesi arrivarono in una jeep e volevano portare via un’assistente sanitaria norvegese. Ci rivolgemmo ad un soldato israeliano che disse ai miliziani di andare via. Infatti partirono. Alle 11.30 circa gli israeliani ci condussero a Beirut Ovest. Sedetti sul sedile anteriore di una jeep della IDF. L’autista mi disse: – Oggi è il mio Natale (intendendo la festività ebraica del Roshanah). Vorrei essere a casa con la mia famiglia. Credete che mi piaccia andare porta a porta e vedere donne e bambini? – Gli chiesi quante persone avesse ucciso. Rispose che non era affar mio. Disse anche che l’armata libanese era impotente, erano stati a Beirut per anni e non avevano fatto nulla, che Israele era dovuta arrivare per fare tutto il lavoro.
Il numero della vittime non è mai stato accertato esattamente.
La Croce Rossa Internazionale ha accertato una cifra di 2.750 morti, a cui vanno aggiunti i corpi nelle fosse comuni, quelli restati sotto le macerie e i deportati mai più tornati. Gli esperti internazionali stimano che le vittime siano state tra le 3.000 e le 3.500, il tutto in quaranta ore tra il 16 e il 18 settembre 1982.
Il Consiglio di sicurezza delle Nazioni Unite ha condannato il massacro con la risoluzione 521 del 19 settembre 1982.
L’8 febbraio 1983, la commissione d’inchiesta istituita dalle autorità israeliane, presieduta da Itzhak Kahan dal magistrato, Aharon Barak, e dal generale di divisione Yona Ephrat, giunge alla conclusione che il diretto responsabile dei massacri era stato Elias Hobeika, nemico giurato dei palestinesi sin dall’inizio della guerra civile in Libano.
La stessa commissione ammetterà indirettamente la responsabilità nel massacro del ministro della difesa israeliana Ariel Sharon per non essere intervenuto ad impedirlo.
Elias Hobeika, dopo la fine della guerra, nel 1990, venne nominato ministro senza portafoglio nel governo di Omar Karami. Nel 1992 eletto deputato e lo stesso anno nominato ministro per gli affari sociali nel primo governo del premier Rafiq Hariri. Fu poi rieletto nel 1996, e nominato ministro per le risorse idriche ed elettriche carica che ha ricoperto sino alla fine del 1999.
Nel giugno del 2001 la Corte di Cassazione belga, aprì un processo su Sabra e Shatila
A testimoniare sui rapporti che intercorrevano fra i falangisti e gli israeliani fu chiamato Elias Hobeika ritenuto il responsabile materiale dell’eccidio.
Il 24 gennaio 2002 Elias Hobeika muore a Beirut in un attentato. Meno di 36 ore prima di saltare in aria con la sua Jaguar blindata, Hobeika aveva avuto un incontro “confidenziale” con due senatori belgi e si era detto pronto a fare “rivelazioni” sui massacri di Sabra e Shatila e sui rapporti che aveva avuto durante quei giorni con i generali israeliani che dipendevano dal ministro della difesa israeliana.
